This book analyses the security policy of the Russian Federation internally aswell as externally on all levels of strategy. It describes militarypoliticaldecision making from Moscows grand strategy to the use of a single fighteraircraft in Chechnya. In this analysis Russias air forces are used as a modelfor all services of the armed forces.The Chechen conflicts and NATOs security policy have been dominant factors inthe development of Russias security policy during the period 19922002. Theuse of air power in the Chechen conflicts is used here as a case study fortesting political and militarystrategic objectives. With regard to NATOssecurity policy this study shows that the eastward enlargement of thisalliance as well as its use of force in Bosnia and Kosovo have caused anincrease in antiWestern tendencies in Russian security thinking.Russia will continue to maneuver between imperial thinking about power andinfluence and accepting its postCold War status and subsequentcooperationwith the west. This dualism however forms an obstacle to building modernarmed forces and air forces in particular. «
