In Regulation and Development JeanJacques Laffont provides the firsttheoretical analysis of regulation of public services for developing countries.He shows how the debate between pricecap regulation and cost of serviceregulation is affected by the characteristics of less developed countriesLDCs and offers a positive theory of privatization that stresses the role ofcorruption. He develops a new theory of regulation with limited enforcementcapabilities and discusses the delicate issue of access pricing in view ofLDCs specificities. In the final chapter he proposes a theory of separation ofpowers which reveals one of the many vicious circles of underdevelopment madeexplicit by the economics of information.
