This collection of essays brings together a selection of the many papersdelivered at a young researcher seminar held in Warsaw in July 2004 with thefunding and support of the European Commission. The book is divided into threeparts constitutionalisation and integration differentiation in EU law andpolicy the policy tool of conditionality in the EUs external relations.Working within this framework the contributions have been selected accordingto their relevance. The book provides a useful launchpad for further researchand discussion on a twelve topics of central importance to the Constitution andenlargement at a time when the Union continues to extend its borders while atthe same deepening its integration efforts and seeking new means to do so.Under the heading of Constitutionalisation and Integration the first fourchapters consider the implications of formalising European constitutionalismthrough the Constitution for Europe look at how the Constitution contributesto democracy transparency and efficiency in the Union explore the role of thenational parliaments under the Constitution and finally examine theinstitutional changes and balance in the Union in an enlarged Union includingas a result of the Constitutions provisions. The second part dedicated totopics in differentiation in EU law and policy focus on the areas of Economicand Monetary Union the Common Agricultural Policy and EU counterterrorismfollowing enlargement as well as on the status of Turkish Cypriots in regard toEU citizenship. The third and final part of the book concentrates on theconditionality used by the Union in respect of countries waiting in the wingsto join the Union specifically concentrating on the issue of minorityprotection as well as the democratisation process in Turkey. «
